justice for the victims of hate crimes linked to public education and
mobilization of both LGBTI and non LGBTI organizations;
3. Link LGBTI specific hate crimes into wider campaigns
focusing on widespread violence against women and children;

rights organizations for support in access to justice by LGBTI people as well
as support in law reform and strategic litigation insofar as hate crimes are

movement. Building alliances with both LGBTI and non LGBTI organizations is an
essential component of building this movement which will unite against hate
crime and homophobia.

seeks to lay a strong foundation for winning concrete law and policy reforms,
improvements in practices by local criminal justice institutions and facilitating
effective citizenship and self-agency by the LGBTI community working closely
